In the following text, the history of our party will be presented through program orientations and decisions brought at Congresses, as the most important events in life of one party.
The first, inaugural Congress of Democratic Party of Socialists was organized in two parts on October 20th, 1990 and on June 22, 1991. Our party has started its first Congress as Communist League of Montenegro, but at second session, after the poll that was conducted among the members of the party, the name was changed into Democratic Party of Socialists (DPS). Between two Congress sessions i.e. on December 9th, 1990 the first multiparty elections took place in Montenegro. On those elections, DPS i.e. former Communist League of Montenegro gained 83 from 125 representative’s terms in the Parliament of Montenegro.
This Congress was followed by series of historical events, which had a crucial influence on life of Montenegrin citizens and also on Democratic Party of Socialists.
Socialistic Federative Republic of Yugoslavia (SFRJ) fell into pieces. Montenegro managed to maintain internal peace. DPS pleaded for survival of second Yugoslavia, or at least until the citizens of Montenegro will stand out for or against community.
On the referendum which took place in 1992. 95,65 percent of voters stood for the community, while 3,14 percent or 8755 of voters stood against. On parliament elections, which took place in 1992, DPS gained 46 from 85 representative’s terms. The Constitution of Montenegro was passed on May 15th, 1992. It was then when first multiply government was elected in Montenegro. The Parliament of Montenegro has brought the declaration, which named Montenegro as ecological state.
The second Congress was organized on March 5th, 1994 with slogan of democracy affirmation and maintaining of civil peace. DPS pleaded for peaceful solution of Yugoslav political and national crisis through constitutional and democratic procedure. DPS managed to maintain peace in this period, as the main assumption of the development and minimal social security of citizens. On parliament elections organized in 1996, DPS gained 45 from 71 representative’s terms. In 1997 DPS experienced a deep crisis, which ended up by forming the new party (Socialistic Peoples Party, SPP) from the former members of DPS.
The third Congress was organized on October 31, 1998. At this Congress DPS has showed orientation for 1. Better life, as the first and the most important task of all institutions, which rule the country, 2. for peace, as a main condition for development, 3. for Montenegro, as a common home for us disregarding national, religious and political affiliation. At this Congress, the new Bylaw of our party has been adopted and party was reorganized according to the model of modern European parties.
On parliament elections organized in 1998, common election list “ For better life-Milo Djukanovic” formed by DPS, Peoples Party (PP) and Social istic Democratic Party (SDP), gained 42 from 78 representative’s terms in the Parliament of Montenegro.
Our slogan “ for better life” was achieved beside unpleasant ambient in which we acted. We retained peace, provided social security and political stability, raised the level of inter-ethnic tolerance and trust, provided direct and strong connections with international union, resumed relations with neighbors. The only thing that wasn’t carried out from our program is reaffirmation of Federal State, as a community of equal republics and citizens.
On the elections organized on April 22, 2001, the coalition “The day is ours“ formed by DPS and SDP gained 36 from 77 representative’s terms in the Parliament of Montenegro.
The forth Congress, organized on October 6th, 2001, on which the program of DPS has been changed, and the main slogan of our party was democratic and internationally approved and independent state of Montenegro. The determination for international subjectivity was not our obssession. We believe that this is the main condition for the development of Montenegro, for europeization of Montenegrin society and road to the society of developed people. That’s why; our devotion to democracy remains eternal as well as our devotion to Montenegro. Devotion to peace, tolerant life of all religions, cultures, opinions, devotion to dialogue and cooperation with the closests and strong integration of Montenegro in the life of modern Europe-for better life of every citizen of Montenegro. All our forces are directed toward that aim, all our intellect and emotions. That is our program of action.
